NodeSoft Cover Printer doesn't require installation and is very easy to use. The program includes templates for CD and DVD with a few possible variations, and can extract front and back images from full covers automatically.
Bear in mind though that NodeSoft Cover Printer doesn't actually include any covers, nor does it let you download them from the Internet; you'll have to do that on your web browser by yourself.
